Was die angeblich scharfen Ausdrücke Xi Jinpings angeht, so meine ich, daß es sich da um Übersetzungsfehler und wishful thinking von Sputnik handelt, wo sich jemand nach der sozialistischen Rhetorik des Kalten Krieges sehnt, wo Freunde und Feinde klar benannt wurden.
Der chinesische Häuptling würde sich nie so undiplomatisch ausdrücken.
Dafür spricht auch, daß die Seite inzwischen verschwunden ist.

Wenn ja, woher? Also wer hat ihnen die verkauft und mit was für Geld wurden die bezahlt?
Kosten ja einiges, solche Dinger, wie man selbst als Laie weiß. Und Vietnam ist kein Land, das dergleichen Rüstungsgüter aus der Kaffeekasse bezahlen kann.
Der traditionelle Waffenlieferant Vietnams war/ist die SU/RF. Daran hat sich m.W. grundsätzlich nichts geändert. Was allerdings neu zu sein scheint, ist der amerikanische Versuch, dem Land, das es einst in die Steinzeit zurückbomben wollte, Angebote zu machen, die dieses nicht ablehnen kann. Z.B. auf dem Gebiet der Waffentechnik. Da ist wohl durchaus einiges in der Pipeline, was natürlich von russischer Seite argwöhnisch zur Kenntnis genommen wird.
Was allerdings den aktuellen Fall mit den mobilen Raketenwerfern betrifft, so sollen die aus Israel zu sein:
“Diplomats and military officers speaking on condition of anonymity say that intelligence shows Vietnam moving mobile missile launchers from the mainland to five separate facilities in the Spratly archipelago.
While intelligence indicates that the launchers are not currently armed, sources said they could be activated in as little as two days.
The launchers are believed to be EXTRA rocket artillery system units recently purchased from Israel. These have a range of roughly 93 miles and can attack multiple targets simultaneously. It is considered ideal for defending against amphibious landings.
The move by Vietnam puts launchers within range of China’s artificial islands at Fiery Cross, Mischief, and Subi Reef.
Hanoi has denied the allegations, calling the reports “inaccurate.” In June, however, the country’s Deputy Defense Minister, Senior Lieutenant-General Nguyen Chi Vinh, said that Vietnam reserved the right to do so.
“It is within our legitimate right to self-defense to move any of our weapons to any area at any time within our sovereign territory.”

Mir ist allerdings nicht klar, wie diese Gold-Kontrakte das Projekt voranbringen sollen.
Die Herrschaften, die Sputnik interviewt hat, scheinen einen eigenartigen Begriff von Weltgeld zu haben, was zu Illusionen über die Goldbindung führt. FD Roosevelts Regierung hat ja 1933 das Goldhorten nicht deshalb verboten, weil sie ein alternatives Geldsystem verhindern wollte – das hatten die Gold-Horter nicht vor – sondern weil er den Dollar stabilisieren wollte.

Gold wäre eine Variante. Interessanter scheint mir was passiert, wenn tatsächlich eintritt, was da prophezeit wird: “Hält der Trend an, könnte er langfristig das Vertrauen in den Dollar und in die Refinanzierungsmöglichkeit der USA an den Kapitalmärkten schwächen und andere Gläubiger zu ähnlichen Verkaufsprogrammen veranlassen.”
Das Handelsblatt von gestern dazu:
“Die zehnjährigen Bundesanleihen rentierten zum Start der neuen Börsenwoche zeitweise bei plus 0,103 Prozent und ihre britischen Pendants bei plus 1,223 Prozent. Die Rendite vergleichbarer US- Papiere stieg sogar auf ein Viereinhalb-Monats-Hoch von 1,814 Prozent”; außerdem habe das saudische Königshaus eine neue Anleihe feilgeboten, die auf Dollar-Basis laufe. (Anscheinend brauchen die Saudis Knete, was ja einigermaßen verwundert.)
Insofern – würde von Prophezeiungen und Prognosen ich mich lieber doch fern halten. Unberechenbar bleibt auch, wie sich der pazifische Raum insgesamt aufstellt (so sollen sich die Philippinen grad von den USA ab-, und China zugewandt haben).

Die Saudis verkaufen auch US-Aneihen, aber in weitaus geringerem Umfang als China.
China legt ja Wert auf einen großen Staatsschatz, zur Sicherung ihrer Währungsstabilität und Handlungsfreiheit, und der eventuellen Einbindung des Yuan ins Weltwährungssystem.
Die Frage ist daher angebracht, was sie statt der US-Anleihen einkaufen?

Die Golfstaaten steigen auch ins Staatsschuld-Geschäft ein – eigentlich recht spät – und verschaffen dadurch dem Finanzkapital eine Atempause.
Was für Wirkungen das auf den internationalen Anleihenmarkt hat, wird sich erst weisen. Also ob jetzt verschiedene EU-Staaten Schwierigkeiten haben werden, ihre Anleihen zu geringeren Zinssätzen zu plazieren, und ob die EZB verstärkt hineinbuttern muß.

Den augenscheinlichen Erfolgen Chinas in Süd-Osteuropa, besonders auf dem Balkan, steht anscheinend eher ein Prozess von Hängen und Würgen der EU in dieser Region zur Seite. Den letzten “Kriegsverbrecherprozess” für die Region haben sie ja anscheinend gerade abgeschlossen – große Konzepte für die Zukunft Serbiens oder gar des Kosovo werden anscheinend aber nirgends geschmiedet.
Kapitalistische Entwicklung findet sich, wenn überhaupt, dort als Absatzmarkt für Westeuropa. Ansonsten besprochen für dort nur als Horte von “Korruption, Populismus und Oligarchentum” – allenthalben. Und das in der ganzen Region.

1. ist das zu einem guten Teil über die Londoner City gelaufen, wo jetzt Verunsicherung über deren Zukunft herrscht.
2. scheint die chinesische Führung ernsthaft zu überlegen, ob man sich wirklich zu diesen relativ bröseligen vorhandenen Weltgeldern dazusetzen soll oder nicht womöglich mit einer eigenen steuerbaren Währung am Ende doch besser fährt …
